You may not "consult" with the dead, but what if some of the dead were made into angels? If God answers your prayers, he may send some of them to help you and guide you. Jesus on a number of occasions indicated that in heaven, we are like the angels.

Luke 20:34

Jesus replied, “The people of this age marry and are given in marriage. 35 But those who are considered worthy of taking part in the age to come and in the resurrection from the dead will neither marry nor be given in marriage, 36 and they can no longer die; for they are like the angels. They are God’s children, since they are children of the resurrection."

So, let's say that you pray & God sends your Grandmother who passed away and is now in heaven to give you some guidance. You aren't really "consulting" with the dead. You consulted with God. You just got some guidance from your Grandmother, who is now like an angel.
