John Kerry: "We're Going to Improve Climate Change by Fining States for Not Meeting Their C

That's right. Basically that is what John Kerry said on Meet the Press this morning. This is Obama's great plan for controlling climate change. Promote plans for reducing carbon footprints in countries around the world. Then if they do not meet those goals, they get fined. The money collected for fines go towards promoting the carbon footprint goals for the next year, which will probably be used to create billboards and television advertisements that will undoubtably create MORE of a carbon footprint!
